A rational owner would only entrust this kind of manufacture to fully trained, experienced people. That means, from about 400 open jobs, at least half can be trusted only to trained, experienced professionals. Those professionals will be invited from other countries. Dominica will have to conclude a treaty on terms to accommodate them. It will be probably be practically impossible to dismiss them. Thus, Dominicans and perhaps even their children probably won't get the best, most highly paid jobs until the foreign specialists leave. Dominicans may get these jobs only if they are trained and serve internships well in advance to gain the requisite experience. What provisions are being made for Dominicans to at least eventually staff the refinery?

You still will want to try, in spite of the threats that our Father sends you: such as inevitable fires on this refinery, oil spills because of the tanker accidents near the coasts, air emissions of carcinogens, poisoning your crystal clean waters of rivers and lakes from technological processes - this all will take place. But some people live with that, and we will live too тАУ its will be hold in your mind all time. Shortly to say: the environmental problems are a disease, but this is not cancer. So, if I will say about these direct threats of the build, it will be in another time. Now the speech goes about another, it will go to our psychology. Not yours. About our psychology of the citizens of the industrialized countries. It will be an unexpected consequence, which will not take into account of any environmental examination, and this will be a cancer, which you did not have expected. "God moves in a mysterious way" - the Bible says.

Our psychology is accustomed reality surrounding us that do not wait anything goodness from the construction industry monsters. Take a look. The Americans have built the biggest in the Western Hemisphere oil refinery, which is not hosted on the mainland, but on the small island in the Caribbean - St.Croix, Virgin Islands. Don't they have enough space on the continent? The place is much bigger than in Dominica or St.Croix. Maybe it was built by charitable organization? No, it was built by business, which had taken into account that received gasoline gotten on the island would be more expensive - you know, in the price will be add the loading on the island, transportation by water and unloading in the continent. But it's even more expensive to deal with psychology of the irreconcilable residents from the mainland, who do not know only by told story what is the Oil Refinery. "The pursuit of cleaner and environmentally friendly sources of energy is in keeping with Government's aim of lessening the islandтАЩs dependence on fossil fuel while at the same time maintaining DominicaтАЩs reputation as the Nature Island of the World. "

Now here's the full press release:

"Permanent Secretary in the Ministry of Housing, Lands, Telecommunications, Energy and Ports, Dr. Colmore Christian has outlined the strategy being employed by the Government of Dominica to harness Dominica's renewable energy resources, mainly geothermal and wind in response to the escalating price of oil on the world market and the need to pursue reliable and affordable sources of energy.

Dr. Christian was at the time addressing an Alternative Energy Symposium, organized by the Environmental Coordinating Unit (ECU) in partnership with the Global Environment Facility Small Grant Project (GEF-SGP) and the Florida Association of Voluntary Agencies for the Caribbean Action (FAVACA), USA.

Speaking at the symposium on Thursday, Dr Christian noted: "The increase in world prices for oil have had and continues to have devastating effects on small developing economies and economies in transition".

"These international developments have forced countries and development strategists to explore options for sustainable renewable sources of energy. Surely, the current high price of oil on the international market and the call for a reduction in the use of ozone depleting substances globally have made some non-oil based sources of energy much more economically attractive and environmentally desirable..."

Fact: Oil refineries need large amounts of electricity and water to operate. Typically, they use thousands of gallons of water daily (20 gallons per barrel of oil).

Fact: Oil refinery operations require storage of huge amounts of oil and oil products. Because of its need to operate constantly, an oil refinery must have a large volume of oil on hand. The industry standard is 3 monthтАЩs supply. Once the oil is processed, the products must also be stored until they are sold.

<![CDATA[Here we sit in stunned silence]]> http://www.dominica-oil.com/reviews/here-we-sit-in-stunned-silence.html We had occasion to drive through Jimmit today, and traffic was being diverted by PetroCaribe signs. Can it be that construction of infrastructure for the benighted Chavez Oil Refinery has begun? We stopped and talked to some locals who told us the refinery's piping and tank farm are under construction. We have since heard that this construction is not the refinery, but is "just another tank farm". Either way, there are serious ecology risks to be considered.

My husband and I are stunned by the refinery situation here. It has made us question our decision to retire to Dominica. You see, my spouse is a Chemist, and spent a lot of time in refineries in the later years of his career. His job was to design and install process control systems to help decrease the massive pollution produced by refineries. This in response to EPA standards. Companies do not voluntarily put in expensive control systems which cut into their profits. And even if they do, these systems decrease pollution but do not eliminate it.

He will be the first to tell you there is no such thing as a pollution free refinery. This from a guy who was trying to clean them up! I wonder what kind of process control will be done here. My husband has also pointed out that very few jobs will be created by a refinery, compared to the jobs lost through the effects of pollution. I suspect the jobs gained may rival the jobs which went to Dominicans when the Chinese Stadium was built.

Dominica's water, soil, and air will be polluted. There is no question. There will inevitably be spills which will harm the reefs, fish, and probably drive our beloved resident whales from our shores. Fishing will be impacted. Jobs will be lost. I am already hearing from several readers that they are abandoning plans to visit or move to Dominica because of this ill conceived decision. Tourism will suffer, no matter what the official voices of tourism say. I am already hearing the response from eco tourists.

Dominica has always been perceived as a natural paradise, the undiscovered gem of the Caribbean, so why is the Government even considering developing an oil refinery here?! I know the country is in great need of financial stability but will an oil refinery make things better for us here in Dominica or will things get worse?

Are they forgetting the kind of image of Dominica they are letting off to the world?

Don't they know what an oil refinery can do to the country and the inhabitants of the country?

Can we really handle an oil refinery?

Am I the only one hearing about GLOBAL WARMING?

Safety and environmental concerns
The refining process releases numerous different chemicals into the atmosphere; consequently, there are substantial air pollution emissions and a notable odor normally accompanies the presence of a refinery. Aside from air pollution impacts there are also wastewater concerns, risks of industrial accidents such as fire and explosion, and noise health effects due to industrial noise.

Environmental and safety concerns mean that oil refineries are sometimes located some distance away from major urban areas. Nevertheless, there are many instances where refinery operations are close to populated areas and pose health risks.
